an increase in the defense budget. but back then we had planes that couldn't fly for lack of spare parts or pilots. we had navy vessels that couldn't leave harbor because of lack of crew or, again, lack of spare parts. today we're well on our way to a 600-ship navy. we have 543 at present. we have -- our military, the morale is high. i think the people should understand that two-thirds of the defense budget pays for pay and salary, or pay and pension. and then you add to that food and wardrobe, and all the other things, and you only have a small portion going for weapons. but i am determined that if ever our men are called on, they should have the best that we can provide in the manner of tools and weapons. there has been reference to expensive spare parts, hammers costing $500. well, we are the ones who found those. i think we've given the american people back their spirit. i think there's an optimism in the land and a patriotism, and i think that we're in a position once again to heed the words of thomas paine, who said, "we have it in our power to begin the world over again.'' >> than

grants. one is in the same-sex marriage cases, the defense of marriage cases and the proposition 8 cases and the other is in the voting rights cases. both of these are likely to be taken on by the courts. we don't know how they will play out because they have not to grant uncertainty in these cases yet. i think they also share some interesting aspects, and those on the relationship between the state and a federal government. first, to turn to the defense of marriage act and proposition 8 cases -- i will talk about doma cases for it. first, for some history on doma, it was passed in 1996 and has two main sections from only one is really at issue in section 2 is about trying to protect states from being forced to recognized marriage in other states. the section that deals with the defense of marriage for federal purposes, federal law, federal taxes, a whole host of bedroll laws. it says, for the purpose of federal law, the word marriage means of a legal union between one man and one woman, husband and wife, and spouse refers only to a person of the opposite sex. that is the section of the

as the defense and its face it popular at the beginning like the health care reform act and so long, the stimulus looked upon unfavorably by a lot of voters because even though many have felt the economy come back from cataclysmic tester it didn't exactly turn into a picture of health and voters tend to be unforgiving on things like that. what's going on? the first factor is the economy. it's not great now, but it's better than it used to be and i think we are beginning to get the sense that voters are getting credit for how much things have improved relative to a disastrous economic situation in the first year. voters can remember a few years back there some political scientist who maintained they can't remember what they had for breakfast and basically they just voted what's happening. i think we see in fact there is an influence of where it went before and how people see the current incumbent in that light so as we are seeing the economy pick up a bit with consumer confidence gain strength that this is helping obama take the edge of the economic strategy to say obama is the president come is a

way is, let's go back to year 2000 defense department levels. we have a very bloated, wasteful military budget that has doubled over the year 2000. are we twice as secure? i do not think so. we can look at the blow back happening across the middle east. you can see having this hyper military is a man these drone wars and pakistan and somalia, which the president began to expand on day 3 and office. there were no republicans to blame it on. he began to expand the war effort massively. it is calling for $600 billion to renovate nuclear weapons and a new modes of delivering them. this is not the direction we need to go. we need a foreign policy based on human rights, not on the procurement of oil resources. we provide for a green a new deal that would directly create jobs. because it creates jobs in the green economy, it allows us to back off these wars for oil and save hundreds of billions of dollars on the bloated military. instead it puts that money into jobs, health care, and education -- the things we need at home to create national security. host: the biggest challenge is ge

and the $1 trillion cuts to defense and domestic programs. a new report out today says this could be a plan developing to help lawmakers move forward on it all. "new york times" reports that colorado democratic senator bennett and tennessee republican senator alexander are representing their parties and would in part set a deficit reduction target of $4 trillion over 10 years. congressional committee would do the work taking six to 12 months figuring out how to achieve that with tax increases and cuts to federal programs. if that fails, part two would then be an automatic deficit reduction structure in effect, likely similar to simpson-bowles. finally, lawmakers are likely under this framework, to vote to put off the tax increases and the automatic spending cuts physical some sometime in 2013. barring some action, here are examples of what would happen in 2013. if your income is $40,000 to $60,000, your taxes go up $2,000 next year. if you are in the top 20 percent with an income over $108,000 your tax bill goes up by $14,000. if you are in the top 1 percent and make over $506,000 your taxe
